MEET JOE HARN

HARN'S LEADERSHIP DELIVERING RESULTS FOR OUR COMMUNITY

Joe Harn was first elected Auditor-Controller in 1994.  He is a graduate of El Dorado High School.  Joe earned a degree in Accounting at California State University, Sacramento in 1980 and has been a CPA since 1982. 

 

Since 1997, Joe has been a member of the State Controller’s Advisory Committee on County Accounting Procedures. For the past two years he has been the Committee’s Chair.  Joe formerly served as the Chairman of the Motherlode Chapter of the California State Association of County Auditors and has been a member of the Association’s Accounting Standards Committee since 1997. 

 

Joe is a recognized expert in governmental accounting.  Prior to becoming Auditor-Controller, Joe conducted quality reviews of CPA firms in California that performed governmental audits as part of the California Society of CPA’s and American Institute of Certified Public Accountants Peer Review Program.

Joe is a proven fiscal conservative.  In 1994, when Joe started as Auditor-Controller, the County general fund had a negative cash balance and $22 million in revenue bonds payable outstanding.  Immediately, Joe became an effective spokesman for taxpayers in the Board of Supervisors Chambers. 

Joe fought for a more frugal, more conservative, common sense approach to county spending.  He has stopped frivolous borrowing.

The results of Joe’s efforts has been remarkable.  The County ended the last fiscal year with a $45 million cash balance and no debt.  El Dorado County is in good financial shape.

Joe has a long history of community involvement.  He has been a member of the El Dorado Hills Rotary Club and a member of the Board of Directors of the Boys and Girls Club for over 20 years.  Joe is the former President of the El Dorado Hills Rotary Club, the Cameron Park Chapter of the Friends of the Library, the Pony Express Little League, and the Cameron Park CSD Board. Joe has been a member of the County Chamber of Commerce, the Shingle Springs/Cameron Park Chamber of Commerce, and the El Dorado Hills Chamber of Commerce since the mid-1990s.  He formally served as the Board Chair of the El Dorado Hills Chamber of Commerce.
